The
cabinet expansion by Modi is said to be the least troublesome reshuffle in
recent years reflecting Modi’s dominance over the Government, BJP, NDA as well
as RSS.
The
new Ministry that was incorporated is a perfect example of how to balance
everything out. The 65 member Cabinet has some exceptional performers, crowd
gatherers and of course members representing communities too. While the size of
Government is small, the effectiveness of their Governance is yet to be seen.
What
remains an undeniable fact is that no matter how powerful or dominant the Prime
Minister is, he can never make a Cabinet full of capable and promising
ministers. He always has to give representation to the states where elections
are impending and to the communities that are dominant.
But
what can be learned from Modi’s style of governance is that however you
distribute the portfolios the most important and the ultimate decisions are
taken by the PMO while the ministries are only a puppet in the hands of the PM.
Highly centralised decision making, with no input whatsoever from the ministry
concerned is a very salient feature of this Government.
What remains to be seen is how effective
can this new cabinet be in disguising the Centralised decision making through
such an attempt at decentralisation.
